The National Development and Reform Commission (NDRC) has published on its official website the Guiding Opinions on the Issue and Issuance of Guidelines for Further Strengthening the Construction of Drug Safety Credit System. Opinions require strict implementation of the main responsibility of drug production and marketing, strengthening the joint punishment of dishonest behavior, so that "black brand" drug production and marketing enterprises and individuals "one dishonest, everywhere limited".

Opinions require that credit classification supervision mechanism be established and improved. Based on the static registration information and dynamic supervision information of pharmaceutical enterprises, according to the index system of law-abiding honesty, industry risk, regional importance and dynamic warning degree, the credit of pharmaceutical enterprises is classified scientifically and multi-dimensionally, and incentive mechanism, warning mechanism, punishment mechanism and elimination mechanism of serious dishonest enterprises are established. The enterprises and their legal representatives who enter the databases of drug enterprises and one-person limited companies whose business licenses have been revoked or revoked and whose legal representatives have been locked up nationwide, thus making the "black-brand" drug production and marketing enterprises and individuals "a breach of trust and limited everywhere".

The opinions emphasize that the main responsibility of drug production and marketing should be strictly implemented and the joint punishment for dishonest behavior should be strengthened. On the basis of the interconnection of credit information in the industry and in the region, we should speed up the establishment of records of drug safety dishonesty. The dishonest behavior of drug producers and dealers, which endangers people's daily life and affects the healthy development of the pharmaceutical industry and social stability, should not only be disclosed and exposed on the news media and websites at all levels, but also be listed as the focus of daily supervision, key monitoring or spot checks, and their honorary titles should be revoked, and administrative licenses and qualifications should be granted according to law. Punishment shall be imposed on such aspects as grading, priority evaluation, enjoyment of government subsidies, approval of investment projects, and credit delivery, while other restrictive measures prescribed by laws, regulations and rules shall be implemented.
