The State Administration of Market Supervision and Administration recently issued the Work Programme for the Control of Counterfeit and Bad Key Areas (2019-2021) (hereinafter referred to as the Program). The plan is clear. We should strictly investigate and punish false and illegal advertisements, strengthen advertising-oriented supervision, and intensify advertising supervision in the fields of medical treatment, medicine, food, health food and financial investment.

The plan clearly defines the work objectives: through steadily and orderly special management, investigating and handling a number of major counterfeit and inferior cases, purifying the source of production and circulation network, effectively curbing the trend of high incidence of counterfeit and inferior. By 2021, the comprehensive law enforcement capability of market supervision and the modernization level of supervision will be significantly improved, the working mechanism will be more perfect, the business environment will be further optimized, and the people will be more assured of buying, using and eating.

Work programme on counterfeit and inferior key areas (2019-2021)

Strictly cracking down on the manufacture and sale of counterfeit and inferior commodities and maintaining fair competition in the market order are the necessary requirements to meet the growing needs of the people for a better life, an important task to build an internationalized and convenient business environment under the rule of law, and a strong support to promote China's economic transformation and upgrading and achieve high-quality development. In order to further promote the control of counterfeit and inferior key areas, this work programme has been formulated.

I. General requirements

(1) Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we should fully implement the spirit of the Nineteenth National Congress and the Second and Third Plenary Sessions of the Nineteenth Central Committee of the CPC, conscientiously implement the decision-making and deployment of the CPC Central Committee and the State Council, adhere to the combination of centralized rectification and daily supervision, reform and innovate the supervision system and mechanism, strengthen the governance of key areas and markets, and severely investigate and punish counterfeit and Promote the continuous improvement of the business environment of legalization, internationalization and facilitation.

(3) Basic principles.

Adhere to problem orientation. Focusing on the outstanding problems of counterfeiting and inferiority related to people's health and property safety, we should continue to carry out special rectification, constantly improve preventive measures and effectively resolve systemic regional risks.

Give full play to the advantages of synergy. Efforts should be made to give full play to the institutional advantages of comprehensive law enforcement in market supervision, promote the transformation of traditional supervision methods to cross-regional and full-chain supervision, plug regulatory loopholes, improve the efficiency of law enforcement, and effectively eradicate the chain of production, supply and marketing of counterfeit and inferior commodities.

Strengthen technical support. Strengthen the research and development of information technology in law enforcement supervision, focus on building an integrated information platform for market supervision, strengthen the detection, collection, screening, mining and early warning of illegal clues, so as to prevent and strike accurately in advance.

Promoting social co-governance. We should give full play to the self-discipline and restraint role of industry organizations, implement the main responsibility of enterprises, encourage the media and the public to participate in supervision, fully mobilize the enthusiasm of all parties, and form a situation of counterfeit and inferior governance with multi-participation.
